People who aren’t aware that they are committing a crime can be charged with cruelty to an animal. If you’ve witnessed someone abusing an animal, you should report the activity to the police right away. In many areas, animal cruelty charges are filed and criminalized by the same department in which the perpetrator lives. Even if you aren’t a victim, you may be able to help police solve crimes, which is a good thing.
